In 1930 Brigadier General Arthur Lloyd of Leaton Knolls Estate gifted land to the residents of the local district (Bomere Heath / Leaton and Preston Gubbals) for the purpose of a Village Hall. The gift was contained within a trust with the deeds held by local trustees. The trust conveyance (Governance Document (GD)) also set out a Management Committee consisting of 13 representatives from local schools, churches and organisations.
Since 1930 the Village hall has been extended and many of the original organisations have either closed or have ceased to have any involvement in the management of the Village Hall. The original GD is still in force.
Bomere Heath Village Hall (BHVH) is an independent unincorporated charitable trust and is registered and regulated by the Charity Commission. In short this means that the trustees are responsible and liable for the trust and having to comply with strict regulatory requirements. The Management Committee is made up of ten Trustees who represent local clubs using the Village Hall, members of the Parish Council and Co opted individuals.
The Management Committee’s sole responsibility is to provide and maintain the Village Hall for the purpose of recreation and social intercourse of the residents of the Bomere Heath District. BHVH is wholly reliant in generating operating funds through the hire of the Village Hall rooms and organising fund-raising activities, and where it can BHVH has sought various grants for projects.
The Future
BHVH is to seek re registration with the Charity Commission in order to become a Charitable Organisation (CIO). While it will always remain a charitable trust, the liability shifts to the CIO and very broadly operates similar to a company as a stand-alone entity.
Funding is being made available by Bomere Heath District Parish Council which will see the building being developed, extended and improved for future use. The proposal is to increase the number of activities for all residents and to operate on a similar basis as a Community Centre.
Volunteers
BHVH is wholly reliant upon local volunteers. Whether it’s to manage the administration of the Charity or to ensure that the building and facilities are maintained, there is always a need for local people to help. Without this support BHVH would simply cease to operate and the Charity wound up, with a valuable Community asset lost for ever.
So … why not help your local community if only for a few hours. You will be helping to ensure that the Village Hall carries on for another 90 years and you never know you may also enjoy it!!
